From April to November 2020, Hainan has carried out pilot work on banning plastics in some key industries and certain specific places. Hainan Province has formulated the "List of Prohibited Production and Sale of Disposable Non-degradable Plastic Products in Hainan Province (First Batch)" . Disposable non-degradable plastic products such as disposable plastic tableware and plastic film bags are prohibited.

From December 1, 2020, the "Provisions on the Prohibition of Disposable Non-degradable Plastic Products in the Hainan Special Economic Zone" has been officially implemented, and the "ban on plastics" has begun. The "plastic ban" issued by Hainan this time is different from the previous economic payment and other means to restrict plastics. The "plastic ban" announced by Hainan Province is to ban plastic products in the catalog. The "Catalog" will formulate and dynamically update the "blacklist" prohibiting the production, sale and use of plastic products, specifically subdivide and determine which plastic products cannot be produced, sold and used. According to the plan, the first batch of "Catalogues" will be released in December this year, and will continue to be updated later.

In order to realize the "ban on plastics", the use of reusable products, fully biodegradable plastic products, paper products, cloth products and other substitutes is advocated.

Biodegradable plastic products and plant fiber molded (pulp molded) products are the two major alternatives to popular disposable plastic products. Compared with biodegradable plastic products, plant fiber molded (pulp molded) products are naturally degradable and are an ideal substitute for "plastic ban". The degradation of biodegradable plastic products is conditional, in fact, it cannot be "naturally degraded" and needs to be recycled and then composted. One of the prerequisites for the so-called degradation of biodegradable plastic products is that they must be recycled and then concentratedly processed. However, degradable plastic products such as PLA will become brittle in half a year and recycling is worthless.

If the "ban on plastics" is really promoted across the country, the production capacity of molded pulp products needs to be improved urgently. The total national production capacity of molded pulp products is not high. Most domestic pulp molding product manufacturers use manual pulp molding equipment for production, with low output, high cost, and constant safety incidents every year. Automatic pulp molding equipment will become the mainstream equipment in the pulp molding industry.
