I. Conformity with national industrial policy
The molded fiber products project produces paper packaging products that can replace non-degradable foamed plastic packaging, in line with clause fifteen “development and application of alternatives to persistent organic pollutants” in article thirty-two “environmental protection” of the first category “encouragement” in the Industrial Structure Adjustment Guidance Catalog(2007) issued by the China National Development and Reform Commission.
The pulp molding project is also a recycle of resource, which complies with industrial policy requirement of clause twenty-four “Industrialization of Recycling and Utilization of Renewable Resources” in article thirty-three “Resource Saving and Comprehensive Utilization”. At the same time, according to many provincial plans, the construction of low-carbon environmental protection and degradable molded fiber packaging projects conforms to relevant national industrial policies. Besides, the country encourages this industry and technology.
On July 20, 2020, according to China Central Television Financial News, since January 1, 2021, the use of non-degradable plastic shopping bags in food and beverage packaging, take-out and other services will be prohibited. The production and sale of disposable plastic cotton swabs, disposable foamed plastic tableware will be prohibited next year.
Green environmental protection and sustainable development is not only a trend, but also a reform facing by enterprises and markets. In the meantime, consumers become more concerned about environmental issues. Packaging sustainability has become a major point.
II. The promotion of pulp molding project is an important move to eradicate “white pollution” and ensure food safety.
The solid waste produced by plastic film and foam products is difficult to degrade naturally, which causes “white pollution”.
According to expert research, foam plastic tableware will release sixteen sorts of harmful carcinogenic substance in aqueous solution with temperature up to 65℃.
Due to the increasingly serious “white pollution” caused by foamed plastics, the waste is difficult to be disposed and the recycling cost is high. China explicitly prohibits the production and use of disposable foamed plastic food packaging, and formulates various enforcement policies and regulations.
In October 1999, approved by the State Council, the State Economic and Trade Commission of China, the State Administration of Industry and Commerce of China, the State Environmental Protection Administration of China, the State Quality Supervision Bureau of China, the State Machinery Industry Bureau of China, the State Internal Trade Bureau of China, the State Light Industry Bureau of China, the Ministry of Railways of China and the Ministry of Communications of China jointly established the “National Work Leading Group Office for the Convenience Food Disposable Foamed Plastic Packaging Replacement”
On December 28, 1999, the State Economic and Trade Commission of China, together with the State Bureau of Quality and Technical Supervision of China, issued two national standards, the General Technical Standard for Disposable Degradable Catering Tools and the Test Method for Disposable Degradable Properties, which were implemented from January 1, 2000. It provides a unified technical basis for the production, sale, use and supervision of disposable degradable dining utensils in China.
The production and use of disposable Styrofoam food and beverage utensils is clearly prohibited in document NO.1363 issued jointly by the State Economic and Trade Commission of China, the State Administration of Industry and Commerce of China, the State Administration of quality Supervision and Inspection of China and the State Administration of Environmental Protection of China on December 22, 2001. The government’s “one order San-wen” aims to clear out disposable foamed plastic tableware from historical stage and allow plant fiber environmental protection food packaging(tableware) replace as well as occupy the market as soon as possible.
At present, disposable foamed plastic tableware sold on the market is illegal product which is made under black market. Due to unfair and vicious competition, the environmental protection packaging industry is developing slowly, and the existing production capacity is difficult to meet the huge market demand.
Striving to develop green food packaging products(tableware): molded fiber products, molded fiber tableware(pulp molding tableware), molded fiber (pulp) tray/plate, molded pulp industrial packages, molded pulp packaging, molded pulp containers, improving production capacity and meeting China’s huge market demand for green food packaging products (tableware) is to eradicate “white pollution”. An important measure to protect the environment and ensure food safety.
